Hi Buzz, I’m going to write up something pretty soon, but I see in the Post-Tribune that O’Donnell is saying that a hybrid plan might be acceptable. You’re probably right that the second vote picks up O’Donnell as the fifth vote to over ride the Commissioner’s veto.
