I wonder if a theory such as the &quot;broken window&quot; effect applies to areas where there is a lot of political corruption.  The broken window effect says that a broken window will ruin a neighborhood, if left unfix because it sends a signal the people no longer care or are willing to do what it takes to keep up the area.

If pols are routinely taking advantage of their power, it would seem  that it could also send a signal to those who don&#039;t have the best interests of the community at heart.

I assume that the homicide figure is related to the drug trade for the most part, so local leaders are going to have to figure how they are going to combat both the supply and demand equations necessary to figure out a solution.</description>
